Stakeholder workshops to present the findings of the Peru diagnostic
In December, Superintendencia de Banca, Seguros y AFP (SBS), the Peruvian supervisor, hosted two stakeholder workshops to present and discuss the Peru diagnostic findings.
The diagnostic showed that all insurers already offer some kind of insurance to the low-income market. Yet distribution channels are still limited and the top-of-mind priority for low-income individuals, namely health risks, is not yet covered. Importantly, the diagnostic found that the specific features of the microinsurance regulation means that insurers have no incentive to formally register their mass market products as microinsurance products.
The final presentation considered the practical application for Peru from the A2ii cross-country synthesis findings on various regulatory approaches to promote insurance market development and the corresponding regulatory and supervisory tools.
The ensuing discussion revolved around the need for an appropriate regime for microinsurance, which includes standardized contract models and expedited procedures by the SBS. Participants committed to establishing a public-private working group to set up an agenda and roadmap to achieve the main microinsurance goals for the next year.
